If F1 visa is temporary resident visa then in the first question it says have been refused temporary resident visa.
Shouldn't it be answered Yes

I'm US, I got mail from CPC Ottawa to send new photo. I took photo with Canada specification here but they refused to cut down into pieces. So I have sent the photo without cutting into small piece is that fine, does any one experienced same issue?

You need to cut down those pics. I sent them after cutting the pics. Walgreens also refused to cut it down for me because they don't have right sized cutter.

I am not sure if cpc Ottawa will accept the pictures.

Yes, mine was delivered on the 26th June and was approved today Friday 7th June. Exactly 10 working days
