That's bad and sad. I suggest your asking for an official letter from Canada Post saying they have lost the package with tracking number containing your passport. They can send it to you through email very quickly, tell the resolution specialist you are talking to at Canada Post Customer Service Network, he/she can send it to you through email.
Immediately contact the visa office where you sent your passport explaining the situation and request for an extension. Finally, start the new passport application.
I was in your situation, I sent my passport on May 04 as well, it was the postal clerk who messed up by entering a wrong postal code for destination. I was making on average 4 calls to Canada Post customer service and kept escalating it until they found it a week later.
I hope you get it sorted out as soon as possible.
