Just to confirm , you guys sent two envelopes (Xpresspost ) One bigger in size (Letter size ) and inside it was pre paid Xpress post small envelope.
I called CIC today, the guy had no idea about this and was not able to answer my query.
Anyone else in same situation. Please let us know
When everything was sent in correct format , why so much of delay . I don't understand.
There is no need to panic. The CIC call centre, processing centre and the mail room are three different units. When you call the call centre they only have the information which is on their screens and usually do not tell you more than what you can already see on MyCIC.
The processing centre is where you sent your PP and it was processed. Once the PP is processed and your COPR is generated, your application is closed and approved, and the same change is reflected on your MyCIC account.
After the application is closed and approved, the package is sent to the mail room from where it is dispatched. If there is any problem with your package, the CIC will keep sitting over it unless you are proactive about it and send them an email inquiring about it.
In my last post I provided the email ID. Send them an email with the respective dates of when your received the PPR, the day you sent the PP, the day it was received and the day your application was closed and approved. They will then send this email to the concerned person in the mail room who will get back to you in 3-5 days and let you know the status of your package. If there are any issues, the email will let you know and also inform you on how to correct it. If this is the case, they will ask you to reply to the same email without changing the subject as it has a unique number which makes it easier for the mail room staff to trace your reply and they revert back within hours.
Since this morning I have exchanged 5 emails with the mail room agent. The problem has been resolved, they acknowledged their fault. However, I send a new shipping label and the package has been dispatched as promised. My tracking number of the new shipping label (as I requested them to use it instead of the envelope for faster delivery and the fact that I had already paid for it) has been activated and it has reached the Ottawa airport.
If you so decide to send and email, make sure that you write your EE number in the subject of the email, i.e.
Sub: <E xxxxxxxxx> Application approved - Passport & COPR return.
Make sure that in the body of the email you provide them with the UCI number, your name, passport number, AoR date, and other information which makes it easy for them to trace your package. I wrote the following:

Dear Officer,
I am writing in reference to my permanent residency application (UCI: xxxxxxxx) filed on September x, xxxxxx. I received a request to submit my passport on April 5, 2016. The passport along with two photographs and a pre-paid return envelope was dispatched to the CPC-Ottawa, and was delivered there on April 6, 2016.
On April 12, 2016, the status of my application in MyCIC changed to approved and closed. However, the tracking number of the return envelope has not yet been activated.
It is in this regard that I request you to please let me know if the passport and the Confirmation of Permanent Residency have been sent out so that I may contact Canada Post to track the package. Alternatively, if the passport has not you been dispatched yet, could you please let me know when I can expect it.
If you may need any information or documents that may help you in locating the package or the passport, please do not hesitate to contact me.
