Passports (Non-Canadian) Lost with Valid TR Visas - Restore?

My in-laws had their passports lost on their last visit to Canada. They had valid temporary resident/visitor Visas. The Visas were valid for another 2-3 years.

They have moved back home since then, and had their passports re-issued.

Is it possible to have their old Visas restored?

Or do we need to re-submit entirely new applications (with invitations, proof of funds, etc and all other supporting docs)?

Your in-laws must apply for new TRVs from scratch. They must include copies of their previous passports + police reports + affidavits for the loss of the passports, etc

I read through the application guide, and for the VOS, it says:

The actual document itself will not be issued. Instead, a plain paper document will be issued that will provide information about your immigration history...
For the TR document, it says:

You may request a replacement of a current and valid temporary resident document if it is lost or stolen. You must provide the police report number proving that your current and valid temporary resident document has been lost or stolen. The following documents can be replaced:

Visitor Record
Work Permit
Study Permit
Temporary Resident Permit
And neither the Visitor Record nor the Temporary Resident Permit are TR Visas, from what it looks like.

So I don't think that's the right path in our case.

Unless I am wrong?

That advice was incorrect. Your in-laws must apply for new TRVs
