I am currently on Work Permit and have a full time job in Toronto and living in Toronto from last 1.5 years. I have submitted my medicals and passport to New Delhi consulate in Feb 2012

I am still not heard back from the consulate.

My lawyer (from Canadian visa ) is also clueless and says it is common that passport is with consulate for 9 months.

Is this true? Anyone with a similar story?

We reviewed your application and sent you a letter on April 18, 2011 to <Home Address>. Please consider delays in mail delivery before contacting us. If we have sent the letter to the wrong address, please contact us.

Your application was reviewed and we started processing on January 9, 2012.

Medical results have been received.

A decision has been made on your application. The office will contact you concerning this decision.
 
It looks your passports are already stamped as decision is made. They might have dispatched it on your India address as they do not send passport outside India.
 
Chilled my friend your PP is in your home address...sending passport via any means to outside india is illigal(except Nepal and bhutan)...

Please check with local post office or call on Immigration Tel.: (91-11) 4178-2050 hope they will advise.

My passport is wid ndvo since feb and still no reply or no status update wid decision made...bit worried don't know what to do totally helpless

Pls wait... They may be busy working on Pre 2008 file closers

Don't t you ever tried to contac Consulate? When did you got the message "Decision Made"?
 
Have you forwarded them with your home address update......Check you address in the mail they forward you if its Canadian address then you have to inform the VO about your address change to NDVO...
Looks like that you haven't updated them with your home address...
So might be the case cause NDVO will not courier your visa to Toronto,
Ask your lawyer to change the address...
After ecas change generally pp reached to applicant with in 2-6 weeks..
