Simple answer is that once a person becomes a citizen, no there is no current provision of law (including Bill C-24) which will allow the Minister to revoke or cancel that person's citizenship because the individual leaves Canada to live or work abroad.

I readily understand what underlies the tangential observations, and they may be warranted.

But to answer the specific query, the "intent to continue residing in Canada" provision in Section 5 of the Citizenship Act, as amended by Bill C-24 (not yet in force) does not have any impact on what a person can do (well, other than acts of terrorism or treason), where they can live, once they are a citizen.
's more like it

And this is exactly why the Intent to Reside Clause is being introduced. The trade-off between living in Canada and getting rich exists for many immigrants. Due to different standards, there is a gap between the status skilled workers had in their home country, and the status they will have in Canada during the first years. The Intent to Reside Clause established that your main objective has to be the intent to live in Canada, not that you want to be rich.

In your case, you are clearly better off staying a PR. From what you write here, it seems your personal wealth stays above what Canada for you. For me and the majority of the members in this forum, Canada is more than just increasing my economic wealth. What do you want with a Canadian passport if you don't wanna live here?
