Passport was returned without visa stamping.

Hello everyone,
I had recently sent my passport for my visa stamping(visitor) and i have received it back without the visa since it was missing the $19.99 money order, and i was not contacted about this, which says it on the website that if any additional documents or pending balance is required i would be contacted.
So now can i resend the passport with all the supporting documents and the money order ? but it has been more than 30 days since i have received the initial message for requesting my passport for visa stamping.My passport was there for 20 days and i have tried contacting the customer service in all the possible ways.Can anybody please help me with this ?

It's been more than 30days which means your application has been refused. You would have to reapply

Your application has been refused. You can check by logging into your CIC account

It says nothing in the cic account, and when my passport was returned i had a letter which said i was missing money order, but did not say anything about refusal.

Sent back the Ppt with money, your application was accepted but send the letter as well.
