Passport submission time period

It is stated in the ppr that our passport should be submitted within 30 days. Otherwise it will be refused. But in the present situation how can we submit within 30 days. In some parts of India the vac offices are closed due to lock down. Anyone please help. Waiting for your valuable information

only where there are lockdowns, New Delhi one is closed that's for sure, can't say about the rest.
