Passport stuck at center! Update on IRCC portal after PPR?

Help! Got PPR on 18th April. Sent the passport a few days later.

Received this message on the 25th from VFS:

Visa application, tracking ID No.20240423XXXXXXXX is under process at the IRCC Office. - VFS Global

The next update was on March 7th when IRCC sent an update on the portal saying eligibility reviewed and final decision made. (I thought PPR was final step?)

Now it's a couple days later, and still no update from vfs regarding stamping. Is this normal? What can I do?

Received this text right after I posted:

Visa application, tracking ID No. 2024XXXXZZ Your processed decision envelope has been dispatched from the IRCC Office, on Thu May 09 2024 and is on transit to the Canada Visa Application Centre in CVO-NEW DELHI. - VFS Global


I don't see a counterfoil on my IRCC portal. is that normal?
