R65 marriage declartion is basically for Taxation purpose in Canada.Main porpose for this is just to calculate tax numbers.
It has nothing to do with sponsership procedure NOR do it saya anywhere in forms that we have to attach this form.

Fo your refrence. I sent my sponsership application in December 2009 and I filled R65 in March 2010 just befor filling my income tax.

It really depends on the airport,some airport have intransit rooms where you dont go through immigration in the country you sit in a room and wait for the flight to reboard,some airports require you to go through customs and do as you like for your layover,so you need to find out where your plane will be laying over and find out from the agent who is booking your flight they know all the rules of travel.

You are supposed to inform the tax office right away if you get married. Lots of people don't know this, and will just inform them the next time they file their taxes.

I have had a little experience with Transit Visa's, best to ask but here is what I learned;

If you are NOT changing terminals and you will be in the airport less then 24hrs you do not need a Transit Visa. If you have to leave security you are entering the country. Also Transit Visa's can only be issued outside of the country you are in. Important Issue as the Russian Embassy in Ottawa said (in email) I could make a visa modification or get a transit visa at the SOV airport in Moscow, so based on that my wife and I planned a Honeymoon in Egypt. So to make a long story short we booked a resort in Egypt, I could not get a Transit Visa from within Russia (as I had to switch airports, even paying more the flight left from a different terminal) No one could help us the Canadian Embassy in Moscow did not understand why we were told we could as I even sent them the emails where I clearly stated what we were trying to do and included pictures of my passport and Russian visa. In the end we had to cancel our Egypt resort last minute and you can just guess how much we received in a refund lol.

Trust me I was not a happy camper and under the part of the IMM5490E Questionnaire #19 "Was There A Honeymoon" I explained we tried to and included all the mails and recpits lol

I have myself traveled from Asia to Canada (via Frankfurt and London Heathrow). No visa was ever required for transit (plane change).
So, if passenger travels to Frankfurt or London, and changes plane to fly to Canada, no transit visa is required.
