Passport Sent to Philly Offices but returned - help!

Hi,

My friend from Costa Rica, currently visiting the states, applied for a visitors visa for Canada. A few days after his application was submitted he was asked to send his passport. The letter lead us to believe his application was approved. He sent his passport and a week later it was sent back with nothing inside. His CIC is not updated either. I'm not sure if this means he was refused. This is extremely confusing. Can anyone help? Is there anything we can do pls?

Why would you send it to Philly?

You need to send the money order to the philly lockbox but the passport has to be sent to the NYC VAC
