So in summary, just request them to send the passports to me in USA? Will they do that?

the question is can we request NDVO to change the passport submission office to local embassy?
as going to India or sending passport to India both are equally bad options.

expatiates can not stay without passport for long time....in foreign country...

You can send email to NDVO. I heard that it may not be possible? I traveled back to India for passport submission thro VFS for PR stamping. It took around one month time for stamping.
