I submitted my file on 15th may 2021, I received my bvl and medical has also been update on 19th may, however I haven’t received decision by now.

Hopefully you'll get a decision soon since you've already received the BVL. Although normal processing time these days is 8 weeks, you might get your final decision by early or mid-june.

I know someone who received his PPR on 24 MAY , after applying for visa on 30th April.

Nope. I applied on 4 may. Review of eligibility started on 20 May
