Passport request (Singapore)

Hi, I've just received the passport request letter. I've some questions wondering if anyone of you would be able to assist. I'm asked to submit the PHOTOCOPY of my passport, but no instructions on which pages. Am I supposed to scan every single page of my passport?

I'm submitting to Singapore VAC. I don't think they currently allow walk-ins. Can I submit my documents via any courier service provider?
