Passport Request: Photocopy?

I heard that the Japanese citizen won't required an actual passport but photocopies of all pages. Is anybody know if that's true? Is there any page on CIC website mentioning about this??

As they are visa-exempt, Japanese citizens no longer need to submit their passports as visa-exempt persons no longer get a visa counterfoil inserted when they receive PR. Visa-exempt persons now submit photocopies of the pages of their passports, instead of the actual passport.
