generally lately, there are instructions in the PPR letter that suggests what to do if you are currently in canada. i would recommend re-reading the letter and see if it references this anywhere.

I Dont have that information in the letter. Just this:

Please send the passports as soon as possible, as the validity of the visas is limited and is usually not extended. Any delay on your part will reduce the time you have to go to Canada and land as Permanent Residents. Should you not submit your passports before the end of validity of your visas, we will assume that you are no longer interested in pursuing your applications and your application will be closed. If this were the case and you would still wish to go to Canada as a Permanent Residents, you would need to reapply and would be required to submit a new application and a new processing fee. The new application would be assessed according to the Canadian Immigration Act and Regulations in force at the time that the new application is filed.

In order for us to return your documents, we require an up-to-date mailing address (the mailing address must be the one you wish your documents to be sent to) and a phone number in Colombia.

Your envelope should include your family name, application number and be directed to «assistant # 17».

You have 15 days from the date of this letter to submit the requested documents.

Thank you,

Other people write the same but that is all in the email they send me.

Any suggestion?

I would recommend replying to the email and notify them you are currently in canada and need an alternative for submitting your passport. i would also recommend sending in a case specific inquiry with the same information, that way it's guaranteed to get through somehow.

PS... make sure your letter clearly states you are currently in Canada and will be here until after the deadline for submitting the passport to colombia.
