Passport Request - October 10th

I have just received from a college group. An Indian student received today a passport request. I don’t know anything further, I just want to share and spread some hope. Letter:

Do you know anything about this guy? Did he submitted complete file? How would they send him passport request when the VFS is closed.

Yes it's correct ..the guy is indian ..applied on 6 March aip 13 August ppr on 10 Oct dated 9 October... complete file as he lodged and given the biomatrics before lockdown

It’s saying that closed VACs will receive passport by mail or courier.

Visa applied on March 6th, Biometrics upadted on March 10th, Medicals updated on June 26 ,AIP on August 13 and passport submission request Oct 10

Applied on - 5 march
biometric - dec 9 2019 (previous refusal)
received AIP along with medical req - 24 august (in GCKey account)
Medical pass - sept 12
Then no updated
I saw diff refusals after AIP so am abit worried now
Already started Fall class
