Passport request after decision made

Hi,
Decision has been made on 11th oct 2017. On 18th oct 2017 my husband recieved a passport request and we submitted it on 23rd oct 2017. And recently on 25th oct we got an email that your passport has been dispatched. I want to know is that a approval or refusal?

We recieved______ application for permanent resident on June 28,2016
We started processing on May 12, 2016
Medical recieved on june 2017.

Our case was complicated, because they put the false accusations 2 Times that my husband travelled and he's lying that he doesn't. So in order for that we hired a lawyer and that is why it took more than 1 year, but by the grace of God, they accepted their mistakes. That he never applied for any country before.
