Passport Renewal While In Canada

Hello folks, I am looking for information on renewing a Chinese passport while in Canada on a visitors visa. I know that it is possible to renew a passport at the Chinese consulate in Toronto but am not sure if this is an option for someone who is here visiting. Can anyone offer some insight into this?

I have renewed my passport in Costa Rica, and am told by other Canadian that it is easily done in China too.

But check with the Chinese consulate; they will know right away.

By the way, I want to renew my Canadian passport in Vancouver, and then will need a new China visa. I emailed the Chinese consulate in Vancouver about the types of visa they can issue, but they never reply. Must I wait to visit them in person in Vancouver, or perhaps you could suggest a better way to contact them `question mark`. (Sorry; question mark suddenly does not work in my computer).
