Passport reissued before expiry date. Should I mention reason in LOE

Hi Guys,

My old passport's expiry date was in 2018. I got my new passport in 2014 because my old passport got damaged with rain water.

Should I mention same in LOE?

It you can remember all detail in you old passport, you no need to write LOE.
Just give them the truth informations in the past 10 years.

My current Passport expires in 2016.... And I am applying for a new one.

I am sure I have to scan every page of my old passport AND the new passport for my application for ONIP?

Please advise.

Thanks for the response.
I do have my old passport with me. Damaged part was my photograph. I still can scan all pages of my old PP.
