My Spouse and son landed last week in Toronto. Their passports were neither stamped nor were not sent to immigration officer. They (Kiosk Guy) have taken kiosk slip and just told to them to move towards exit.
They did not issue Dependent permit letter. Is there process changed at the port of entry Toronto in Canada?
Would they be considered as tourist not dependent.

There is no such thing as a "dependent permit". A foreign national enters as a visitor, worker or student.

They won't get any permit at port of entry since they come as visitors, but they should get visitor records if your spouse and son want to stay in Canada for more than 6 months. Immigrant officer at airport don't give that to you automatically unless you asked them.
