Passport dispatched today - please help

Hello everyone,

I am from Tunisia, I applied for a study permit on November 21st. They called me today and said that I should come get my passport.
They didn't ask me to give biometrics, neither did they ask me to pay for them before, even though they are required in my country.
Does this mean I am rejected ? I am so worried.

same as you my friend the biometrics machine is broken i applied on 26 NOV
No calls so far no dispatch

please do tell me the outcome
