Hi people, the new rule to submit all pages of passport vs only biographical pages previously. Is it applicable to paper applications submitted from June 1 or July 1? Thanks

The page appears to have been updated on June 16th. So, if you haven't already submitted your application, go ahead and submit all pages of the passport now.

But that's why I said "... if you haven't already submitted your application, go ahead and submit all pages of the passport now. "
Just because you are choosing to not submit all pages of the passport for reasons that are personal to you ("to not delay the application submission") doesn't mean others should also follow suit.
My opinion to anyone who is yet to submit an application is to go by the instruction guide and submit all pages of the passports as specified in the instruction guide.

I would like to think that the folks at IRCC are not an unreasonable bunch. Since they gave no advance warning about this impending change, I would venture to say that they should still accept applications submitted under the previous set of requirements for some time (at least 1 month?) after the new changes were posted.
Surely, they need to make allowances for the fact that some people start to complete the application form several weeks before the intended submission date, and they (the applicants) can't be expected to regularly come back to the website to check for unscheduled changes.
That is, provided you have the previous version of the checklist.
