Hi, I know this question must have been asked earlier in the forum but I still am posting so that we can get new(year 2019) timelines.

How long does it take from Oath to Passport in hand? I am aware you can get under emergency criteria but I am not aware what qualifies as an emergency.
 
In BC, Surry and Vancouver, I have seen people receiving passport within 10 days, you can apply for urgent next day or pick up within 10 days, depending on your travel plan. Go to passport office and they will generally tell you expected delivery time.

Mine took 6 business days, normal processing.

If it helps, ECAS changed to complete the day after my oath. I went immediately to a Passport Canada office and applied for urgent processing. My passport will be ready for pickup tomorrow, 2 days after the oath.

Don't you need a citizenship certificate first before applying for a passport?
Yes, you receive your citizenship certificate at your oath ceremony - they hand it to you right there. They also advise that you need to wait 2 business days before applying for a passport. However, I read in these forums, that as long as your status in ECAS says "Complete" you can go and apply. I went as soon as ECAS changed to Complete which was 1 day after the ceremony and receiving the certificate - everything worked fine.

Yes, you need all the usual documents required for new passport application: 2 passport photos (1 signed by guarantor), complete application, citizenship certificate, a document to support identity - all the usual stuff as it calls out on the application instructions online.
For urgent processing, there's an extra $110 fee, and you need to show proof of travel.
