passed the celpip test but application returned

I passed the celpip with benchmark level 4 and submitted my application to citizenship for the second time, but after three months of waiting they returned it.
Reason; they need my school records.
but the first time I applied, I submitted my school records, but they returned the application saying that my documents are not sufficient so I must do the celpip, so i did and passed the test.
could someone please tell me whats going on, and if it happened to them, or in the same situation as I am.
please help

There have been lots of problems with proof of language proficiency. CIC have sent back many correctly submitted applications without clear explanations at to why. Even local CIC officers do not know the reasons.
Applicants should try to submit as much proof as possible and if their applications are returned, firmly request an explanation. Also maybe applicants and service providers should contact their MPs with this issue.
Time and money is being wasted!!

Absolutely correct. CIC handling of the situation is atrocious.

From the latest release obtained through statistics department, CIC received 78,860 applications in Q1-2013, but opened only 20,953 cases! I know there's a delay in creating cases and some are rolling from the previous year, but the difference is huge here and by several times!

Look at year 2012-- 317,440 applications received, but only 193,243 cases created! That means around 50% of applicants bounced back! (there were 200k applicants, 50% of whom had to reapply, roughly). Looks like in Q1-2013 situation was much worse.

And this is a recent shift of course, in 2011 (and previous years) situation was more or less normal-- 223,040 applications received and 194,088 cases created. So much for their backlog reducing "strategy".
