Part time hours calculation (again)

Dear all,

First of all I apologise if it has been explained elsewhere, but my searches did not gather answers that made my doubts subside. So thanks in advance for explaining. I am planning on completing an EE profile for FSW.

I have been working part-time (almost always less than 30 hours weekly and almost always below 15 hours weekly) at a community service organisation since end of Nov '14 and still work there but I have inconsistent hours per week which can vary from 0 to above 30. I have understood that 30 and 30+ hours/week count as 1 FTE week.

However my question is this: 1) does my job satify the "continuous employment" criterion?; 2) say I work 4 hours in a week, do these hours count towards the "1560 hours" criterion (i.e. 4/30=0.13 FTE week) and can the 30 or 30+ weeks be added to the part-time FTE weeks? I also took another part-time job (started beginning of Sep 16) in the same NOC where I have fixed 10 hours a week except during school holidays. Can these hours be combined with the ones from my other job?

I am confused about "combining" different part-time jobs because according to cic.gc.ca/english/helpcentre/questions-answers-by-topic.asp?top=29 :

What are the minimum requirements to apply as a federal skilled worker?
The minimum requirements for federal skilled workers are:

Skilled work experience
You must have at least one year, in the last ten years before you submit your electronic application for permanent residence, of continuous full-time work experience (or the equivalent in continuous part-time work) [size=10pt]in a skilled occupation[/size] listed in Skill Type 0, or Skill Level A or B of the 2011 version of Canada’s National Occupational Classification (NOC).

Whereas according to cic.gc. ca/english/immigrate/skilled/apply-who.asp :

[size=10pt]Skilled work experience
[/size]
Your work experience must be:

at least one year (1,560 hours total / 30 hours per week), continuous full-time or an equal amount in part-time,
paid work (volunteer work, unpaid internships do not count),
[size=10pt]in the same job[/size],
within the last 10 years, and
at skill type 0, or skill levels A or B of the 2011 National Occupational Classification (NOC).
Full Time

30 hours/week for 12 months = 1 year full time (1,560 hours)

Part time

15 hours/week for 24 months = 1 year full time (1,560 hours)
OR
30 hours/week for 12 months at more than one job = 1 year full time (1,560 hours)

You must show that you did the duties set out in the lead statement of the occupational description in the NOC, including all the essential duties and most of the main duties listed.

If you cannot show that your work experience meets the description in the NOC, you are not eligible under this program.

Not many people can assist you because we don't see this question that often.

1 - Yes, you can combine part-time jobs hours.
2 - You'll have to be able to document your work hours, especially since they vary week by week.
3 - You're saying there were weeks that you worked 0 hours, this might be an issue regarding the continuity question.

I was also in a similar situation- I had a job that sometimes varied from 10 hours per week to 50 hours per week. In my letter, my employer just notated the average. CIC didn't seem to have a problem with that, however, my application as refused because I had overestimated my hours in my initial EE profile and they didn't match the reference letter (I'd put in 30, and the reality was 26) and this dropped me below the minimum points for my round of invitations (it was a stupid mistake that I should've seen sooner). In the refusal letter, they made no mention of there being a problem with the "average hours" wording. Most part-time jobs in the US and Canada are a little inconsistent in hours-unless you work in a govt. job under contract hours always vary a little.

My advice- totaling the hours and averaging them out should be fine (jdon't count the hours over 30 on the weeks you worked a lot, since anything over 30 per week doesn't count), just make sure that the hours you put in your EE profile BEFORE you get an ITA match the average weekly hours in the employment letter.

In regards to "break in continuity", the way I interpret the rules is that I am still employed even during weeks I do not "work" so for example during a couple weeks at the end of year the centre where I work closes for the holidays. Would that constitute according to you a break in continuity? (My reference letter would show I'm still employed).
