No - you cannot co-sign your cousin's application. Only your cousin's spouse or common law partner can co-sign.

I was thinking about investment program in Quebec for them since they are entrepreneur. I see a program of Quebec that require experience of business and 30 000$ of investment. Am I wrong ?

Where did you see this information?

The main Quebec Investor program requires a net worth of $1.6 million and that you invest at least $800K in a business in Quebec.
 
Was it the Entrepreneur program you were looking at? If so, this requires at investment in a business in Quebec of at least $100,000 (not $30K). There are other criteria that are considered - including age.
 
Has your cousin considered taking on a 2nd or 3rd job? Or perhaps when if she gets married or becomes common law in the future she will also be able to sponsor.
 
Yeap, I found it (link below), it was Entrepreneur program. My mistake, it was net worth of 300 000$ and 100 000$ investment. They are about over 60 years old. Are they qualify ?

You should assume they will have trouble being selected / accepted since they are 60+.

The best option is for your cousin to find a way to increase his income so that he can meet the requirements to sponsor them at some point in the future.
