Parents Visitor Visa - rejected twice 2025

Applied wife's parents Visitor Visa for first visit to Canada, got rejected twice. First in Jan'25 and then in Feb'25.
Have the most ideal case,
  • me and my wife are PR's with permamnent full-time jobs.
  • mentioned enough CAD funds as required
  • paremts are retired with pension and with good funds (+ showed property reports in proof of funds)
  • Most importantly, have mentioned the purpose of travel for parents to visit theoir daughter who is pregnant so have attached family doctors letter too.
Got generic rejection both times, with 3 points:
  • not satisfied that you will leave Canada at the end of your stay
  • assets and financial situation are insufficient to support the stated purpose of travel
  • purpose of your visit to Canada is not consistent with a temporary stay
Can anyone help in understanding our case on why our parents Visa applications are getting rejected? Is it bulk rejections for Indians ?
Because this is really frustrating as ours is the most simple case along with a valid medical condition.

Two applicaitons and two refusals in 2025 alone shows desperation to come to Canada. They should order GCMS notes and wait several months. How long was visit?

Fund - How much in cash did they show. Your jobs and money are not relevant. Property is not funds either.
Ties - No family ties to return to if you are in Canada. What ties did they show if they are retired and you are in Canada?
Pregnancy - show that they may stay many months. Pregnancy is seen by IRCC as a reason that they will not return so need proof of return.

Consider super visa if they don’t have funds.

@pkapil I had the same exact issue (rejection in Nov 24 and then when requested for reconsideration, got rejected in Jan 25).

If you believe that the rejection is not warranted, you have 30 days from the day of receiving the rejection to request for reconsideration - you'll need to write a letter for reconsideration and explain the need for the officer to re-evaluate the application providing evidence of your claims.You will need to submit a web form with the letter and supporting evidence after which you'll get a response within 5-10 days. There is a high chance that your request to reconsider will be forwarded to the same officer who has evaluated your application the first time. Refer: https://arnikavisa.com/sample-appeal-letter-for-visa-refusal/ for a sample appeal letter.

In case of getting the same result, go for providing a new application. Either way make sure you have the following:

- Provide proof of ties to resident country - rental income in bank statements from any property owned, details about people that need to be taken care of by your parents.
- Provide proof of funds - you may want to consider getting an Indian Charted Accountant's affidavit for your parents which details their financial standing based on the property, bank account balances, pension income, FDs, investment portfolio, gold/precious metals in possession, etc.
- Provide proof of intent of temporary stay - Consider providing a detailed itinerary for your parents' stay (refrain from mentioning that the major factor is pregnancy). Also, consider giving exact dates (you can even look up major annual events in and near your place and include them as part of the itinerary)

Hope this helps and you'd get the approval.

I had to apply a second time after the reconsideration rejection along with CA's affidavit and a letter from my Mother-in-law's Office stating that she is taking a sabbatical of 4 months and should return back to work by end of that period. Got approval within 14 days of applying for the second time.

PS:- Pregnancy is not considered a medical emergency by IRCC even with the doctor's letter. You may want to apply under temporary visit visa category.

We had submitted a cover letter giving details about ties to home country.
But these all didn't help.

So what I gather to do differently next is:

- Mention more details about ties by mentioning scenarios of their return to home country is important.

Reconsideration is for error in law with not timelines. It is not the place for submitting new documents that is for a new application. How much in funds did they show in cash with personal funds? How long was visit? What are their ties to return? I see no reason for consideration.

What was the medical emergency? If you said you need her to take care of child or other children then considered work and also less likely for them to return.

Mentioned 40k in the amount of available funds in the application but showed proof for 60k liquid funds in documents (excluding the value of fixed assets), this all was mentioned in the CA report.

Mentioned the visit for 5 months (maybe that's too long for a visitor visa).
Mentioned ties as owning property, their son & his family, extended family and pension income in the home-country. What more to add here ?

Option 1 - Reconsideration is for an error in law so you outline where the errors in the decision. EG. Leave Canada - describe the proof the showed in the past applications. Ties are not family but jobs, business, income properties that they would have included in their applications. Reconsideration is not to change their story when they have the letters about your pregnancy and long visit. Now they cannot just say plan is stay a couple of weeks, not look after child and grandchild.

Option 2- They have two quick refusals and no point in reapplying soon if cannot address reasons. Wait for GCMS notes.

I would give it a year or two before reapplying for visitor visa or at least a few months. Circumstances don't change that quick and too many applications with changing stories will only make it worse. You can have baby overseas and come back too.

A TRV doesn't consider "your" funds. It needs to be their funds you show.
Why not apply for a super visa next time? Then your funds and salary do count.
