If I can request or reappeal through webform to reconsider, stating my sister/uk visa, do you all think IRCC office would look into it?Would it be helpful at all?

A reconsideration is not an appeal but for an error in law. In reconsideration they explain the error in law, and stating UK visa is not a reason. They should reapply if they can address reasons for refusal.

I sent in the ATIP, filled the consent form and signed by parents ,paid the fee, the payment was approved but no communication after that. Any email, nothing so far. How will I get to know that the ATIP i sent in progress or has been filed?
