Parents Visitor Visa from India got rejected

I applied for a Visitor Visa for my parents on March 17th and completed the biometrics on March 21st. On April 4th, I received a rejection notice, as detailed below. I demonstrated funds equivalent to over 25k CAD in INR, clearly stated the purpose of their visit for a 4-week stay, and provided evidence of their necessary presence in India to manage their property and fulfill annual requirements for pension receipt. I am surprised that these factors were insufficient for obtaining a Visitor Visa. Could you please advise if there is a process to appeal this decision or suggest any next steps?

I am not satisfied that you will leave Canada at the end of your stay as required by paragraph 179(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/section-179.html). I am refusing your application because you have not established that you will leave Canada, based on the following factors:
• Your assets and financial situation are insufficient to support the stated purpose of travel for yourself (and any accompanying family member(s), if applicable).
• The purpose of your visit to Canada is not consistent with a temporary stay, given the details you have provided in your application.

How much personal savings (not business) did your parents show and was it in cash or something like FD? What was the reason mentioned for the month visit and have they traveled internationally before? Are you their only child? If not where do there other children reside? Do they own a home/property?

So they have no jobs to return to? How are they managing their properties? Funds were in cash and in personal accounts? 25k is not a lot if that is all their savings. Using savings to come to Canada.

25k CAD and it was liquidable savings. They didnt travel internationally before and I am one of their child. Other one resides in India. They own both home and property.

They are retired Government employees. They reside in the same property and rented out couple of units. It is 25 K CAD and fully liquid able cash. Generally, whats the minimum amount to be shown and in which account?

So show leases with tenants and that they must be there to maintain the property with contracts for maintenance etc. They are retired with no jobs or family ties to return and no travel history so keep visit to 2 weeks.

Thanks. Couple of questions though. Based on the the response, rejection reasons show both insufficient funds and also no proof of return. How to find out if it is both or one of them clearly? Also, i applied using IRCC Portal and it shows only limited documents to upload like proof of funds/invitiation letter/passports and nothing more. How do i submit other supporting documents that you mentioned? Appreciate your thoughts.

What do you mean by liquidable funds? Ate the funds in FDs?

Yes and potentially why finances was one of the reasons for refusal. FDs aren’t considered cash on hand available to use as a visitor. How much personal liquid cash can they show?

Thanks. In that case, finances could be the reason. But still not able to comprehend in why they mentioned other 2 reasons.. am planning to request for GCMS notes.. hopefully it will give clear reason so that I can remediate accordingly and reapply after sometime

Order GCMS notes but they have no family ties, jobs and travel history. They have no strong reason to return.
