Parents TRV for PR holder currently outside Canada

Hi it would be great if someone could help me.
I'm a PR holder currently outside Canada, landed in July 2020 and returned in October the same year. I now need to apply for TRV for my parents, can I apply under immediate family member selecting COVID-19 as the reason for them?? also have a real brother who is currently in Canada also a PR holder but he has not keen on inviting parents or sharing any documents? I have his PR number though....can someone help what will be the best way out???

I don't believe you can select COVID-19 as the reason since this is for the purpose of reuniting with immediate family members in Canada and you are outside of Canada. You are already together. This would only work if your brother was willing to fully participate and provide all of his documents. IMO they need to follow the normal process in applying for a TRV.

Thanks Scylla. I will be traveling with them isn't this sufficient?? Or should I go there first and then apply for them?? Also what all proof is required to show that one is in Canada currently any idea?? Your help is much appreciated.
