Parents tourist visa

I'm in the process of applying tourist visa for my parents. My Dad works for Indian Railways. Is it mandatory for Central Government of India employees to get NOC (No Objection Certificate) before making the application?

Yes, it is mandatory for government employees who intend to travel abroad on private visits
