No the entire processing is done in India from IRCC perspective the parents(In India) are applying online to visit Canada so it goes to the Indian processing facilities. They are applying abroad so it's processed abroad. If the person is in Canada and applying for renewal or extension it will be processed in the province they are residing in.

I submitted the application as on 11-Mar-2024 and below is current status:

I have a similar timeline for my parents super visa. We applied through consultant. Thankfully we have the passport request letters but they are dated May 1st and the consultant informed us on May 10. I just wanted to know does your passport request letter also have a earlier date? Thanks

Hi. Congratulations on the visa,I applied myself and got the PPR letter on the same day it was approved and that's the date shown in the letter.I guess you should be fine .Agreed ,there was a delay from your consultant , but still it's very much within the time frame
