All part of Canada is 3 years minimum income tax (2015,2014,2013)
But in Quebec, look at 1st line of Quebec Immigration website is listed last 12 Months minimum income tax

So if I apply for my parents i will show only 2016 minimum income tax or 2015
By make sense last 12 months means 2016 right? Why CIC is mention for 2015?
Not clear please share your view...thanks

For Quebec, they only require those documents:
- A copy of all your tax slips (Relevé 1, etc.) from the last income tax year.
- A copy of your Québec personal income tax return for the last income tax year.
- A copy of the Notice of Assessment issued by Revenu Québec for the last income tax year

So they check only the last income tax year.
And the last income tax year is 2015 right? (Who had already made it for 2016?)

No - per the guide, you need to provide your NOA for 2015 and your 2015 income needs to meet LICO to be eligible to apply.
 
I don't find anything about this in the guide... The 2017 version is already on their website.
I would say he's ok with the 2016 income...

Normally I would agree, but Quebec really does follow their own rules so I wouldn't be surprised if they deviate from the federal rules here a little or go a bit outside the box more. Would be curious on the specific income steps the Quebec PGP applicants from 2014 - 2016 ended up following.

The guide was updated earlier this week and only provides LICO amounts for 2015, 2014 and 2013. No LICO amount is provided for 2016. To me - this indicates 2016 income won't be considered.

Right, but check the Quebec specific income table (which is applicable also to PGP). It already has 2017 numbers. From what I know, federal income levels don't apply at all to Quebec applicants. http://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/sponsors-sponsored/requirements-sponsor/specific-requirements/financial-standards/index.html

In Quebec we always want to be different...! ;D

So finally, obitar, I'm pretty sure you can use your 2016 incomes since the tables are already in the MIDI website.

Nobody is confirming that. It's up to Quebec to decide if they will accept 2016 income instead of 2015. Try applying with just 2016 income and you may be rejected, you would just have to try and find out or talk to people who were in same situation in previous years.
