My income for the last three years are:
2014 Total Income: $51,398
2013 Total Income: $40,756
2012 TOtal Income: $35,986

If I want to sponsor both of my parents, 3 persons is $36,520, I miss the cut-off by about $500 for year 2012.

Can I only put in application for one parent? Any experience in this area?

You can certainly sponsor only one parent - but you must show LICO to cover both parents (even if you are only sponsoring one).

Where are you getting your income cut-off from? See this table: http://www.cic.gc.ca/english/information/applications/guides/5772ETOC.asp#table1

Assuming you are single (so spouse, no kids) and want to sponsor 2 parents, the LICO needed for family size of 3 is:
2012: $45,040
2013: $46,354
2014: TBD (probably around $48,000)

So you won't qualify for 2013 either, but should start qualifying with 2014 income. With income meeting LICO for 2014, 2015 and 2016, and if you stay single, you can first hope to apply for your parents in January 2018 (assuming rules stay the same).

Would they ask for divorce/death certificate in this case? Is it required to prove that they are not in a relationship?

I have sponsored only one parent and they are still married.

It is perfectly fine to sponsor just one parent even if they are still married. However, the non-accompanying spouse must still be included in the app and in the LICO calculations.

If you don't meet the LICO for both parents, you can expect your app to be refused.

They asked me to resubmit IMM0008 and including non-accompanying dependents and it asks- why he would not accompany principle applicant?

He is employed full time as would prefer to have tourist visa without commitment being here. Is that acceptable?

As I said, it's fine to only sponsor one parent, whatever the reason.

Yes, that is a very good reason. The visa officer should accept that, but as noted above, even if you are just sponsoring one parent, you have to meet the LICO for two (unless one parent is dead, or they are divorced).

Thanks for your reply.

Whole thing got complicated as I didn't add my dad as dependent at the first place.

As long as you meet the previous years LICO amounts with your dad included in family size, you should be fine whether he is accompanying or non-accompanying.

Hi @canuck_in_uk @scylla

This is an old post, but I have the same question. I want to sponsor my grandmom but her common-partner doesn't have a travel document and I might help him get one but this can take up to 2 years. Therefore, I meet the LICO for both, so should write a separate letter explaining my situation and only have granny come now? Can he come after?

Thank you

You don't need to write a letter. Just include him as non-accompanying. She can sponsor him in future.

Thank you @canuck_in_uk
Would he also required to do Medical, Police check or Biometric along with my granny?

Thank you
