Hello Folks,
can you please guide me with the next steps, as I am looking for ways to renew my parents PR under humanitarian / compassionate.

My Parents got PR in 2013, they landed however stay only 4 month, till Aug-Nov 2013 because my grandmother became very sick. Since 2013 my grandmother is still very sick and need 24/7 support of my parents. Since there is no one else to help my parents are helping her and can't come to Canada.

Since they already missed they minimum stay requirement in Canada now, Is it possible to request to renew PR on the basis of H & C grounds, If I send my grandmothers medical records from government hospital where she gets her continuous treatment. If yes, what other documents should be send along as proof or request?

They have not imissed the residency requirement yet. The requirement is living in Canada for 2 out of every 5 years.

It's too early for your parents to apply to renew their PR status. The earliest they will be able to apply will be around 6-8 months before their PR cards expire in 2018.

If they need to apply to renew their PR status under H&C grounds, it would also be a good idea to include evidence to prove there are no other family members available to take care of your grandmother, as well as doctors' notes confiming she needs care 24/7.
 
Like scylla said, there is no point applying for anything now. Once they have resolved the issue with your grandmother, i.e. she has died or other relatives have been found to take over her care, if their PR cards are still valid at that point, they can attempt to enter Canada, even if they don't meet the RO and see what happens. If they are reported for not meeting the RO, they can appeal based on H&C grounds. If they don't get reported, they simply stay for 2 years, let their PR cards expire and don't leave or attempt to renew until they have their 2 years in Canada.

If their PR cards are by that time expired, they can apply for PR travel documents based on H&C grounds. It would be important to provide medical records for the grandmother as well as statements from doctors to verify that your parents were taking care of her.
