Work permit if they can secure a job offer, LMIA and approved closed work permit.
They can apply for PR on their own through an economic immigration stream if they qualify and can get enough points.
H&C - but they need to be in Canada for this and it's only recommend in certain circumstances. Also, if they are refused, they will likely have trouble returning in the future on any sort of temp visa.
There is a very specific way to sponsor parents and grandparents and there are very specific quotas because Canada can not absorb more seniors. It can’t truly absorb the current PGP quota given the crisis in healthcare. The reality is a large number of people will never be able to sponsor their parents at this level of immigration and the government should be clear with people before they immigrate. You will not be the only one trying to find other ways to try to sponsor your parents and the increased length of stay on a supervisa will be used as as an existing viable option for many attempting to secure PR via other routes.
Not every case can be apply via H&C. As scylla pointed out, there is risk that parents will not be able to get ANY temp visa (visitor or super visa) if the H&C is refused. So it needs to be handle carefully and likley will need to consult an immigration lawyer.
People when they choose to immigrate, should keep in mind , THEY are the one immigrating, and sometimes one can never sponsor their parents . The parents aren’t part of the package. Supervisa is an option to bring them here temporarily. But they are still visitors

You can only submit the interest to sponsor form when the program is open. The program is not open at this time.
Why? OP asked the question almost a year ago about 2023 draw. You are posting to an old thread.
