There's zero point in applying if you don't meet the income requirements. This means you do not qualify as a sponsor and are not eligible to submit an application. It's a guaranteed refusal and a waste of money.
I just asked question on behalf of my friend who have the same situation as he was sure that letter would make him qualify.
I myself do have enough income for 2020 - 2021 and 2022 just waiting for good luck!!

If I remember correctly, they already allow to count the EI during parental leave. So if someone planned to apply for PGP (waiting in the pool), they need to make sure that they keep on meeting the LICO. (which is pretty low to actually support the living of number of family memebers use for the calculation)

And during COVID, they even allow to include Canada Emergency Response Benefit and other temporary COVID-19-related benefits

  • regular Employment Insurance benefits (rather than just special Employment Insurance benefits)
  • any Canada Emergency Response Benefits issued under the

  • other temporary COVID-19 related benefits
    • as long as they’re not part of provincial social assistance programs

There were a total of 203213 interests submitted on 2020, out of which 13400 were invited to apply (Ref: https://www.canadavisa.com/canada-immigration-discussion-board/threads/pgp-2020.646383/page-176#post-9121347), i.e., remaining in the pool = 203213-13400 = 189813

In 2021, 34500 were invited to apply (Ref: https://www.canadavisa.com/canada-immigration-discussion-board/threads/parents-and-grandparents-sponsorship-2021.744749/page-86#post-9737915), i.e., remaining in the pool = 189813 - 34500 = 155313

In 2022, IRCC announced that they will be "sending invitations to apply to 23,100 interested potential sponsors" (Ref: https://www.canada.ca/en/immigration-refugees-citizenship/news/2022/10/reuniting-families-across-the-country.html), i.e., minimum remaining in the pool = 155313 - 23100 = 132213

This year, in 2023, "RCC will be.. sending invitations to apply to 24,200 interested potential sponsors" (Ref: https://www.canada.ca/en/immigration-refugees-citizenship/news/notices/parents-grandparents-program-re-opens-fall.html)

Welp ! I thought IRCC was going to sent out 28,500 invitations for 2023 as mentioned in their 2023-2025 Immigration Levels Plan. But 24,200 invitations for 2023 is also good, at least it's already more than 2022 (23,100 invitations). Just dont know how long it will take to clear all 132,213 Sigh !

Invitations are different than approvals. IRCC is accepting up to 15k which means the 40% who get an invite are not eligible (eg. not meeting LICO or passing medical). That is quite high. A new government could change everything too but if they clear the pool then 5+ years.

I seriously don't think it's the right idea to completely empty out the pool before reopening. There are just too many reasons why someone who showed interests back in 2020 is not interested to do that in say 5 years...are the family members still alive and well to settle in a new country? May be they moved to another country where they got other relatives? are the sponsors still living in Canada/may got a job in the states or wherever? Just not really realistic if you ask me

Agree that it may be unrealistic but that is what IRCC seems to be doing. IRCC has decided to select from 2020 pool for the fourth time. IRCC cannot change course now unless they overhaul the program.

It's possible, all depends how they want to get people to vote for them
Conservatives want an employer-driven immigration system. Don’t think the Conservatives are focused on bringing parents to Canada when many are not going to work and enter the workforce. Political parties can put a spin on any issue and promise many things but it doesn’t mean it will ever come to fruition.

Wonder how many in the PGP pool are PRs, and cannot vote In a federal election.

What percentage chance do those in the pool have this year to be picked? I’ve been waiting since 2020.

My parents are currently in Canada since 2019. Had applied for the 2nd visitor extension this past august. Just saw that IRCC only appoved it for my mom (dads is still pending). Why aren’t they both approved at the same time? On top of that they only approved it till next October when I had requested a two year extansion( they qualify since they’re on the supervisa )

Well if there are around 120,000 in the pool and selecting around 25,000 then you do the math. Extensions do not have to processed at the same time. Each parent has a separate application.
