If the family size changed for one year due to the birth of a child, then the higher LICO applies for that year only.That is a tough question. I am pretty sure IRCC will pay more attention to your current income. If you provide a letter with it explaining that you are one more only in 2023 or 2022 , high chances they will accept . Usually its like you should meet the income requirement in each year.
I some times doubt that application is not even in their in pool. or stuck in some computer chip and not getting selected .Is there a way other than email to check whether I am still in the PGP pool? I have checked my email from Sept 1 - Oct 31 for both 2021 and 2022, none.

I would say at least 80k minimum if you are single, or 160k for a family sizeWhats fascinating is the income requirement are SO low.
Like how in the world can you support yourself on ~40K income much less 2+ other folks!
Completely contradicts the messaging where they're saying they dont want a burden on the system. Well someone making 40K is barely above minimum wage aka more likely to be a burden.
