Are there any 2022 applicants still waiting and their parents have several years of conscript in China or other countries?
 
My parents completed their landing as PRs last year at Toronto Pearson Airport. They had all the required forms prepared, including the "Accompanying Goods" and "Goods to Follow" lists, along with pictures of their jewelry. However, unlike our experience 13 years ago, no officer asked them for these documents.

When we landed, we were directed to a separate counter after submitting our COPR, where an officer specifically collected these forms. In my parents' case, they were only asked for their COPR and their destination address by the CBSA officer at the main immigration counter. Since no one asked for the goods declaration forms and they weren’t directed elsewhere, they were unsure whom to give the documents to and ended up leaving without submitting them.

They’re planning to return to Canada again this year. Can they present the same completed forms now, explaining that during their initial landing, no one requested them and they were unaware of where to submit them? Or should they fill new forms?
