I thought processing times were supposed to be improving. It is now 24 months.
Then you missed this:
It is difficult to say if it will be 21 months or more. I suspect it will be more (reasons stated in my previous response) unless they decide to prioritize PGP applications which is rather unlikely. The text published states:"Processing times in a given year are calculated based on 80% of applications finalized in the last 12 months and are not necessarily applications received in that year. Furthermore, the start of the processing time is determined when the application has been deemed complete as opposed to when the applications is received."
That it's going to be a long wait for many of us as just 1% were finalized by August. Plus given the higher volumes for 2021 the pending inventory is quite high which does not help 2022 applicants.
I guess no option but to wait another year or so.
