I am a permanent resident and i want to sponsor my mother and junior sibling below 18yrs old at the same time outside Canada.
In 2016 my family size was 3 excluding my mother.
In 2017 my family size was 4 excluding my mother.
In 2018 family size is 4 excluding my mother.
What will be the minimum income threshold for 2016, 2017, 2018 in order for me to sponsor both my mother and junior sibling in my case?

Yes my father is alive. My mother and father are divorced. And one sibling under 22years

We don't know the rule yet but you can look at previous year's requirement to get an idea.
For your case if family size 3 doesn't include your mother and sibling, then your family size for calculation would be at least:
5, 6, 6.
