I think it's kind of true. Applicants from China and India have received decision on sponsor and asked documents, biometrics, medical, etc. and applicants from other countries nothing happening. my application was received April 29 and was in process since June 11. But nothing so far. That's very strange.

I'm not saying they're discriminating, but is there any explanation? I submitted the second day possible
I support this theory, just go check the spousal sponsorship timelines, applicants from India / China get here within 6 months (or less) and other countries can easily go the full 12 months or even more
Oh my application was received the first possible day (April 26th) and it is still on "application received" so consider yourself luckier than most people
 
According to previous conversation, I dont think you need to provide Canada PCC.

CIC dont need PCC from CANADA .Yes You need from all other countries lived more than 6 month

I thought the same, but the letter did not mention Canada PCC not requried...they did provide the above link for country-specific instructions

I hope it comes for you too soon. my two cents, try to send ATIP. It doesn't hurt to poke them. One of my friend was waiting for long but no update then I asked him to do ATIP and later his file was processed within few months. Sounds like they might have forget him. I don't have the explanation but shared the experience.

BTW, mine is also stuck at "In process" since June 11.... :-( ... Very anxious.

I am from India and my application is also stuck at "In process" since June 11. Application reached Ottawa on Apr 30.

Some of it could be related to the fact that things like PCC etc. are processed faster in India / China

My application also was received on April 30, but I was only able to link on June 26 and it went into in process only on July 3rd :( so no any logic, it depends on the case and how busy is the officer with other files too I guess

Did you check GCKey account, all updates are inside there, ecas is lagged behind
 
I have not got PCC request yet, strange! Could you share what they ask for in PCC, like copy and paste the lines

since the age of 18. For instructions on how to obtain police certificates for specific countries,
