I was facing the same issue. I booked my Dad's Biometric appointment but was not able to book my Mom's.. emailed VFS but did on hear back for almost 10 days. Both my parents went together on Dec 7 (Dad's Bio Appointment) and showed them email sent to VFS regarding my Mom's appointment.. VFS -Jalandhar scheduled my mom's appointment on spot ..my parent's biometric was completed on same day dec 7th.. I hope this helps... every VFS branch is different..
I was facing same problem as I was not able to book appointment for my wife.. On scheduled date and time (yesterday), we both reached VFS Chandigarh but at the gate my wife was not allowed to go inside.. However, when I told the authorities in the Office that file no. is same and we have received BIL for both, they agreed to take biometric finger print for my wife also.. They generated appointment letter for wife on the spot and completed biometric..
A point worth to mention that they were more cooperative with me when I opted their Premium services for passport pick up and delivery..

There is unfortunately no Chinese embassy in Hong Kong, as the city is technically part of China now, its special status makes it hard to gain access to Chinese official documents. it has a Chinese ’intermediary‘, that helps with appying for other visa and docuemnts, but not PCC, and also, the PCC requires past record of my parents stay in China, which it’s been decades since they left and there I am not sure if they have anything to prove their old residency, so not sure if they can still apply for the PCC. If anyone has similar experience in the past, I would love to learn how it was being handled. thanks!
If you have not filled that information in IMM5562 (travel history form), you don't have to include PCC of decades ago.

Does anybody know why the process is almost stopped. two months ago, the number of update in applications was a lot higher than the last 2 months and I am not sure when we will see any progress.

Hi All, today we received the passport back from Ottawa and with original 2 photos we sent, we are still waiting for COPR, is it normal to receive 2 photos back which we sent to CPC Ottawa?
Yes it's normal. You must have received a covering letter mentioning that visa office will contact you. Now virtual landing will be processed.

I have read somewhere that the PCC can be acquired through agency. Although I haven't gone through that myself. Try to search for PCC in China in this forumn.

I apologise in advance for this question but I can't seem to find the webform. We wish to apply for GCMS notes and I found the route via the general site but it implies that it's quicker to use webform directly via IRCC. Try as I might I can't see a webform. Could anyone point me in the right direction please. Many thanks for your help.
