Can someone help me understand why May 17 applicants are receiving decision made for PR while many applicants from before that are till waiting.
What is their internal process, do they skip people?

I am still waiting as well. May 14th applicant. Waiting for DM2. Maybe its depends on officer? Our on vacation??

I have been waiting for PPR since PA DM on Dec 3. I sent a webform enquiry and got a response that the application is still in process and wait for 2 years to complete. Not sure what "process" is remaining after decision has been made. Maybe the case officer is still on vacation :)

Many reasons, some of which are:

1. Different cases are assigned to different offices which have their own pace and workload
2. Different case officers from the same office may assess the cases at different pace / per their individual workload etc.
3. Assigned case officer may be on vacation
3. Each case is different, in some cases e.g. @ZOYAMAN13 there was significant delay due to social services check which she had to resolve herself.
4. Individuals may submit additional requested documents at a different pace - as they become available / per the time required to gather them.
.... etc.

You should follow the tracker for average times as well as office specific timeframes for different steps.

Hi when we receive passport request (PPR), what is the required minimum validity of the passport (6 months or 12 months)? My parents office is CPC-Mississauga and my mom's passport is expiring in March 2021.
SA letter says 12 months: Your relative must submit a copy of their passport. If your relative’s passport has expired or will expire within the next 12 months, please have them apply for and submit a copy of their new passport with a validity of 12 months or more.

PPR letter says 6 months

PPR letter probably says 6 months
Correct - 6 months in PPR; 2 blank pages needed & visa will not be issued beyond the passport expiry date.
