Parents and Grandparents PR was not processed, can I apply for visitor visa

Hi All,
I am filling forms for my parents TRV. I received an invite in last year's lottery for Parent and Grandparents PR however at that time I was not having 3 years tax slips thus the application was not processed.
Now, I am filling TRV for my parents and there is a section which asks for previous application, which is:

"Have your ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country or territory"

Should I fill it as "Yes".
Technically, I was not eligible for sponsorship at that time and thus the application was not processed. Does it still mean that the application was rejected?

It depends on the exact circumstances of the refusal to process but I believe that the answer should probably be no, on the basis that the application was "incomplete" and not processed. Their eligibility was never examined.

You must answer 'Yes'.

1. It was necessary to ensure that you met the conditions to be a sponsor prior to submitting the interest to sponsor form.

2. You were invited as a potential sponsor on the presumption that you meet the eligibility requirements of a sponsor. This also includes financial requirements.

3. Your parents' applications were refused. IRCC considers the inability to meet LICO for PGP sponsorship and/or not submitting relevant sponsor documents... as grounds for refusal
