Can I apply for a visa for my father while I’m working overseas. He will come to see my sibling who is unable to apply for a visa for him? I have reported to the government that I am not currently in Canada and been working overseas.

If you are not in Canada you should not be sending an invitation letter to your father. If you aren't in Canada your father will he qualify to travel given the travel restrictions? What kind of visa does he want to apply for? Are you returning to Canada and when? What status does your sibling have?
yes, why? The question above is for a friend of mine. She wrote it and I posted it.
I have not yet checked the travel restrictions. But hopefully by the time the visa is out life would be better with less restrictions.
