Reasons for refusal. The visa is based on the strenght of their application - their own funds, travel history, ties to home country, reasons to travel. You would not have included a letter of invitation because you don’t live there. Don’t reapply unless refusal reasons are addressed.

Don't apply again now. You're almost certainly going to end up with another refusal. It's very challenging to get a vias approved in these circumstances since it can give the appearance your parents have plans to remain in Canada long term.

Wait until you have moved to Canada and lived in Canada for 6-8 months, then apply again.
