on cic website, it says the first step will take 44 months. Theoretically, they should start step 1 in march, 2014.
However, after I've checked the second step processing time, I was so disappointed.

The second step will take up to 55 months in beijing or 58 months in Ottawa. Is that true or they are working on
a different processing timeline for old cases?

The processing times you are looking at are the approximately processing times for old cases. So yes - unfortunately these process times apply to your case. However they are approximations.
 
Are you sure? Below is coming from CIC website

The tables below indicate application processing times at Canadian visa offices once Step 1 has been completed. The times are based on how long it took to process 80 percent of all cases between October 1, 2012 to September 30, 2013. Processing times are subject to change.

Yes - I'm sure.

These's aren't processing times for applications that were RECEIVED during this time period. These are the processing times for applications that were PROCESSED during this time period. So this would be old parent and grandparent applications.

They are working on files received upto May 2010 - once they start the 2nd batch, you would be asked to provide docs then the file be xfered to either ottawa or home country and from there anywhere 8-16 months approx

This is a practical overview for the cases so far from 2007 since they opened PGP apps..remember it says UP TO

Old or new, PGP cases will take a long time, even for the newer apps since they have to sit behind 2010-2011 unprocessed files, while adjusting caps

I think they will start processing Applications filed from 29 May 2010 to 4 Nov 2010 may be in March 2014.

So be ready to submit your docs as soon as possible
