Paranoid - CAIPS - ECAS

I sponsored my husband back in 2008 outland through Vienna office. Cic started processing his case Dec 18th 2008. He had his interview in Feb 2009, and since than we have been waiting. It seems that he is stuck in background checks.
For the last 22 month on ECAS it has been saying the same thing...
We started proccesing your app....
Medicals have been rec'd
Last week there was an update on ECAS - 'We forwarded your application to the Vienna Office, they may contact you'.
To me it seems that the background checks are done and that they have sent the app back to Vienna so that they may proceed to the next step...which would be 2nd medicals.
Have you seen this before and any thought to as what it may mean?
Also I find it strange...I ordered the CAIPS notes 3 weeks and all of a sudden there was an update on ECAS. Can the request of CAIPS notes produce this message on ECAS? Would they need to send app back to Vienna in order for them to process the caips notes request?
I'm exited to see the ECAS update, so I am scared that this update was in result of my CAIPS request. I don't want false hope.
Pls any ideas?? I don't think ECAS update has anything to do with my CAIPS request but paranoia is starting to kick in. Thanks so much

It's most likely a coincidence. Since CAIPS is computerised, if you order the CAIPS notes it's unlikely to affect the processing of the application in any way.

Usually it says "we forwarded your application..." when it first gets sent there (from CPC Mississauga). e-CAS doesn't always make sense though - likely it just means something's happening with your file.

Was there any indication on CAIPS what the hold up was?

I still haven't rec'd the Caips notes, it's only been 3 weeks.
As for E-Cas - the application was sent to Vienna Dec 08, now it sais that the application was sent to Vienna on Oct 14th, 2010. In between it was in background checks. We were told that the Officer that interviewed my husband had ordered Intensive Background Checks because he lived in multiple countries and also was in the military(mandatory for all men). When I called the Embassy they told me that the file was in Canada and they wouldn't have any new info until the file was sent back to them. This is why I'm thinking that the background checks are finally done. Apperantely there are 2 types of background checks and my husband was put through the worse one.
